Access, funding and privacy: ChatGPT training in Hong Kong

The 2025 Policy Address frames Hong Kong's AI agenda as safety-led and application-driven, with generative AI and assistant projects across government departments. Individuals can look to the Continuing Education Fund, which reimburses a number of registered generative AI courses, and to AI-Ready Talent Development, a free AWS programme open to residents. Organisations should also confirm how staff reach OpenAI's tools, since OpenAI's supported regions list has excluded Hong Kong and many firms use enterprise routes such as Azure OpenAI.

Privacy guidance is well developed. The Office of the Privacy Commissioner for Personal Data has published a model framework on AI and personal data, and guidance on employees' use of generative AI under the Personal Data (Privacy) Ordinance.
