Promotion before regulation: Japan's GenAI training landscape

Tokyo has opted to encourage AI rather than fence it in. The AI Promotion Act cleared the Diet in May 2025 and largely took effect the following month, establishing an AI Strategy Headquarters at Cabinet level under the Prime Minister's chairmanship. Building an AI-capable workforce is one of the Act's stated measures, tied to the national goal of being the world's friendliest country for AI. Many large employers already fold generative AI literacy into their DX plans.

Japan’s privacy statute, the APPI, limits how personal information may be used and passed to third parties, and the Personal Information Protection Commission has published cautions specific to generative AI services. Training should make clear which tools your company has approved and how to keep personal data out of prompts unless there is a genuine need. Legal should confirm details.
Current versions handle Japanese strongly for drafting, summarising and translation, though keigo, industry terms and proper names still need checking. A good course teaches staff to specify tone and audience in prompts and to review output before it is sent. Bilingual teams often get the most value from Japanese to English work and the reverse.
