Mittelstand, works councils and the AI literacy duty: Germany's GenAI training market

Berlin first set out a national AI strategy in 2018 and refreshed it two years later, lifting the planned federal AI budget to EUR 5 billion through 2025. Alongside it sit a national continuing-education strategy and KI-Campus, a free learning platform for AI topics. Those public resources give employees a useful starting point, yet most companies still need training that reflects their own processes, whether that is an engineering supplier's quotation workflow or a bank's internal research notes.

Two legal threads run through most briefs. From February 2025, the EU AI Act's Article 4 literacy duty has applied to firms that build or deploy AI, while personal data typed into any assistant still falls under the GDPR. Where a works council exists, co-determination rules often apply to systems that can monitor employees, so rollouts tend to be agreed in advance. KI-Campus is a free, publicly funded platform and a sensible way to build baseline understanding. It is not tailored to your systems, data rules or job roles, though. Many German employers use it for self-study and then add a hands-on workshop where staff practise on real tasks with the assistant the company has approved.
Article 4 does not prescribe a certificate, so keep sensible records: who attended, what the content covered, which tools and risks were discussed and when refreshers are due. Role-based content is easier to justify than one generic session. Ask any trainer to supply attendance lists and a content outline you can file with your AI governance documents.
Usually, yes. Smaller firms tend to need fewer tracks, faster results and examples drawn from sales, quotation, service and documentation work, often in German. Large groups run longer programmes with separate tracks for leaders, business units and developers. It depends on the product tier, the contract and the data involved. Business plans with a data processing agreement and settings that exclude training on your inputs are a different case from personal accounts. Under the Qualifizierungschancengesetz, the Federal Employment Agency can support continuing training for employees whose work is affected by technological change, but it generally requires AZAV-certified courses and depends on company size and other conditions. Short in-house workshops often fall outside it. Check eligibility with your local Agentur für Arbeit before you choose a provider.
