Germany's agent training market under the EU AI Act
Germany's national AI strategy, first published in 2018, lifted its federal funding commitment to five billion euros and set out to make AI made in Germany a recognised mark of quality. Much of that effort targets small and medium-sized firms, the Mittelstand that drives German exports. For these companies agentic AI is attractive because it promises to take over repetitive office processes such as order handling, supplier correspondence and reporting, where skilled staff are scarce.
Since February 2025, Article 4 of the EU AI Act has required organisations deploying AI to ensure sufficient AI literacy among staff, with national enforcement due from August 2026. That has turned training from optional to documented. German providers such as Haufe Akademie, Cegos Integrata and PC-COLLEGE now run agent courses alongside their Microsoft programmes, and many employers also need works council agreement before introducing tools that could track employee performance.
