How this list was made
Abu Dhabi's large Copilot rollout set the tone, so we looked first at who can train mixed Arabic and English speaking teams on the licences they already own. After that we compared Copilot Studio depth, official Microsoft courseware and how clearly each provider covers the UAE Personal Data Protection Law alongside DIFC and ADGM rules.
Disclosure: our lead trainer is listed first; every other entry links to its own website.

- Confirm on-site delivery in Dubai, Abu Dhabi or Sharjah
- Request a follow-up session after the first month
Why Copilot skills became a UAE priority in 2026
Abu Dhabi set the pace in July 2026 when its government added 26,000 Microsoft 365 Copilot licences across 27 entities, bringing its total to 35,000 and pairing the rollout with staff training and certification. The emirate wants to be the world's first AI-native government by 2027, and that ambition has made Copilot fluency a hiring and promotion topic in Dubai as well. The UAE National Strategy for Artificial Intelligence 2031 provides the wider policy backdrop, while Microsoft's cloud regions in Dubai and Abu Dhabi matter to buyers asking where their data sits.
Supply in the UAE is broad. Delphi AI Academy combines Copilot with Copilot Studio, Edoxi Training Institute runs hands-on classroom courses and NobleProg UAE offers role-specific options. Zabeel Institute focuses on everyday office skills, Vinsys delivers official Microsoft courseware and Teamland concentrates on adoption workshops. Skill Nexus, Bilginç IT Academy and Digital Qube suit teams that want a shorter introduction or Copilot as one part of a wider AI masterclass.
