Building agents in Vietnam after the first AI law

Vietnam's National Assembly passed the country's first Law on Artificial Intelligence on 12 December 2025, with 429 of 434 deputies voting in favour, and it came into force on 1 March 2026. The law regulates data inputs, how AI is used and who is accountable for outcomes. For organisations handing multi-step tasks to autonomous agents, that turns governance from a nice extra into part of the job, and training buyers are asking for both building and oversight skills.

Local options are broad. University IT centres run weekend developer pathways ending in multi-agent programming with LangGraph and MCP, academies offer n8n automation for office staff, and Microsoft partners teach Copilot Studio. Vietnam's large software outsourcing sector adds another angle: engineers increasingly build agents for overseas clients and must document how those systems behave. Personal data rules under Decree 13/2023/ND-CP also apply, so courses should cover what data an agent may process and how consent is handled.
